Rationale
The devolved system of governance in Kenya is meant to make Counties centers of development by giving them the autonomy in setting their priorities. Devolution has effectively shifted the responsibility for identifying, planning and implementing development projects and programs from the central government to the County governments.

For purposes of sustainability and smooth implementation of development projects at the County level, it is imperative that all the stakeholders have the requisite capacity in the formulation, implementation, monitoring and evaluation of development projects.

Today, it has become increasingly important that we must use the available resources prudently as well as manage and control our development projects more efficiently. As a result, project planning and management is recognized as an essential component of nearly all the professions today.
